Warren County officials recently celebrated the completion of the Fellows Drive, Phase III Rural Addition improvement project with a ribbon cutting ceremony with Shenandoah Farms Property Owners Association Board (POSF) representatives. The project, totaling 0.15 mile in length, represents the third and final phase of the Fellows Drive improvements in the Riverview Section of the Shenandoah Farms Community. This project is the Shenandoah Farms Sanitary District’s #2 Rural Addition priority in the currently adopted Capital Improvements Plan (CIP). The CIP, reviewed annually with the POSF Board and approved by the Warren County Board of Supervisors this past spring, provides a blueprint for improvements within the District. The CIP includes both VDOT Revenue Sharing Projects and “in-house” projects in a prioritized list to provide guidance for staff to implement road and drainage improvements.
The completion of Fellows Drive, Phase III represents the tenth project the County has developed and constructed through the Rural Addition program since taking on the administration of the Shenandoah Farms Sanitary District road system in 2010. This program allows for private subdivision streets to be upgraded to minimum state standards permitting their addition to the Virginia Department of Transportation’s (VDOT) Secondary Road System. Fellows Drive was reconstructed to provide an 18’ wide paved travel surface with 2’ stabilized shoulders. Roadway culverts and private entrance pipes were replaced and/or supplemented throughout the project, side ditches constructed where necessary to improve drainage, and safety signage installed.
The project was funded through VDOT’s Revenue Sharing Program with VDOT picking up 50% of the eligible costs and Warren County and the Sanitary District covering the remaining costs. Since completion, the roadway has been accepted by VDOT for maintenance. Improving these types of streets and turning them over to VDOT allows for the Sanitary District funds that would normally be targeted for their maintenance to be used to maintain and improve other roads.
According to Warren County Administrator Doug Stanley, “The VDOT Revenue Sharing Program allows the County to administer these types of projects at a much lower cost. Since we don’t have all the overhead costs that VDOT does, we can complete them much more cost effectively. Deputy County Administrator Robert “Bob” Childress, who manages the Shenandoah Farms Sanitary District for the County, developed and provided daily oversight of construction on the project. Bob’s background and experience in road maintenance and construction with VDOT prior to his employment with the County have proved to be invaluable as we seek to make significant improvements to the infrastructure of the Sanitary District.”
According to Childress, “The project was completed well within budget and on time. The originally approved VDOT Revenue Sharing funding estimate for the project totaled $255,000. While all final billing has not been processed, it appears the project has been successfully completed for approximately $110,000. The substantial underrun of cost is primarily attributed to less rock than what was originally anticipated and thus a shorter construction time frame. The Sanitary District’s 25% share of the final cost will be approximately $27,500. Work began in late July and was completed in late August. The road and drainage work were completed by General Excavation, Inc. of Warrenton, with the asphalt surface being placed by Carroll Construction Company, Inc. of Winchester. We were very blessed to experience good weather this summer and to have had knowledgeable contractors on our team which allowed us to complete the projects within our tight construction schedule”.
Stanley added that “Other Rural Addition projects within the District are currently in various stages of development. The upgrading of a 0.27 mile section of Drummer Hill Road in nearing completion. The design phase of Pine Ridge Road from Mountain Lake Drive to Copenhaver Road; Copenhaver Road from Pine Ridge Road to Western Lane; and Western Lane from Copenhaver Road to Old Oak Lane is complete. We are currently waiting on utility relocations on these projects to be completed and are hopeful of getting roadway construction underway early in the spring of 2017. We also hope to start design work on Phase II of Tomahawk Way and the Farm View Road projects this winter.”
