(Front Royal) – County Administrator Douglas P. Stanley today announced the appointment of James Oliver as the Interim Director of the Warren County Department of Social Services. Mr. Oliver’s appointment will be effective October 18, 2010. He holds a bachelor’s degree from Lynchburg College, with master’s work in counseling from Old Dominion University.
Mr. Oliver has more than 30 years of experience with the Virginia Department of Social Services. He began his DSS career with the Suffolk Department of Social Services as a Social Worker, and also served as a Social Worker, Senior Social Worker, and Social Work Supervisor with the Chesapeake Department of Social Services. Mr. Oliver served as Director of Social Services for Richmond and Amherst Counties and the City of Manassas. Since his retirement from the Manassas Department of Social Services, he has served as Interim DSS Director for the City of Franklin, Essex County, Nelson County, and Greensville/Emporia.
Over the course of his career, Mr. Oliver has been very active in his field and communities in which he has served. He is Past President of the Virginia Council on Social Welfare, Blue Ridge Institute for Southern Community Service Executives, and Lynchburg College Alumni Association; Past Second Vice President of the Virginia League of Social Services Executives; and recipient of the Jeannie P. Baliles Award – Outstanding Adult Literacy Volunteer in the Commonwealth and the Northern Virginia Human Services Coalition – Outstanding Government Employee Award.
County Administrator Doug Stanley said, “We are very fortunate to have someone of Jim’s caliber to serve as our Interim Director as we go through the hiring process for a permanent director. His experience and knowledge will allow for a seamless transition. I have every confidence that the Warren County Department of Social Services will continue to provide the same high level of service under Jim’s direction.”

Change is always challenging, but through the efforts of staff, the transition is progressing smoothly.”
