Tom Sayre, Supervisor for the Shenandoah District, was born and raised in Raleigh County, WV.  He and his family have lived in Front Royal for around 20 years.  He was elected to the Front Royal town council on May 2, 2006.  He was re-elected to the town council on May 5, 2010.  He was elected to the Warren County Board of Supervisors on November 3, 2015 in a three way race garnering over 50% of the vote. 
 
He holds a Bachelor of Science degree in Business Administration with a concentration in Finance from West Virginia University, graduating in May 1985.  He graduated with a Juris Doctor from Ohio Northern University in May 1988 where he advanced to the semi-finals in the Advanced Appellate Advocacy of the Celebrezze Moot Court Competition.
 
Tom Sayre has been a lawyer for 29 years and his law office practice is located at 222 E. Main Street in downtown Front Royal.  He handles civil and criminal trials concentrating in the following: adoptions, social security disability, personal injury serious car accidents, probate, deeds & wills.
 
He is admitted to practice before the Virginia Supreme Court, the Virginia Court of Appeals, the 4th Circuit Federal Court of Appeals, the Western and Eastern Federal District Courts, and all of the Courts in Virginia. 
 
Mr. Sayre is a former WV Assistant Attorney General – serving in the Public Protection Division and also represented the Dept. of Motor Vehicles.  Further, he is a former Staff Attorney with the WV Public Service Commission – regulated utilities.
                                                                   
While on council the town completed a new water treatment plant; the construction of new and renovated electric substations for better service while achieving at the end of his term the lowest residential electric rates in the entire commonwealth of Virginia, either private or municipal;  paved the way for the construction of Leach Run Parkway and a completely new renovated waste water treatment plant.
 
Mr. Sayre was also the initial local and state leader in 2007 warning the citizens of Front Royal, Warren County, and the state of Virginia of huge new civil penalties, also commonly known as the “abusive fees”.  Through Mr. Sayre’s leadership and a citizen-led statewide outcry, the massive civil penalties were unanimously abolished by the General Assembly during the 2008 legislative session.
 
Further, in 2007, Tom Sayre was a leader and a named plaintiff in Marshall v. N. Va. Transp. Auth., 275 Va. 419 (2008), a Supreme Court of Virginia court case.  Former Councilman Sayre argued that the General Assembly overstepped its boundaries by granting taxing authority to unelected appointed officials in HB 3202.  Against all odds, on February 29, 2008, the Supreme Court of Virginia unanimously overturned the statute by a vote of 7-0, abolishing the establishment of unelected taxing authorities and thereby making only elected representatives able to raise taxes. 
 
Moreover, in 2009, former councilman Tom Sayre was a leader opposing the ‘free spin’ machines located in Front Royal and other parts of Virginia because the machines were unregulated and in his opinion, the most vulnerable of our society, the poor, were losing money.   In 2010, former delegate and now the Honorable Frederick County Circuit Court Judge Clay Athey, sponsored a bill identifying the ‘free spin’ machines as gambling devices and the bill passed both chambers unanimously and was signed into law by the Governor.
  
Mr. Sayre is a member or former member in good standing of the following professional and charitable organizations: Virginia State Bar, West Virginia State Bar (inactive status), Virginia Trial Lawyers Association, Warren County Bar, Inc., Knights of Columbus – former District Deputy and Grand Knight, Squires boys’ youth group adult counselor, Front Royal-Warren County Chamber of Commerce, American Catholic Lawyers Association, Inc.  Former board member and President of a public library, and board member and legal counsel for a Crisis Pregnancy Center.  He attended the American Legion Mountaineer Boys’ State as a delegate and returned for many years volunteering as an adult counselor, two years winning best cabin, and on the administrative staff.
 
He is also a Virginia Official Leadership Academy Gold Member – Advanced Certified Official.  He wants to create an environment that encourages jobs and business growth.
 
Mr. Sayre serves on the Northern Shenandoah Valley Regional Commission, the Samuels Public Library Board and is an alternate member on the RSW Regional Jail Authority Board. 
   
He resides in the Shenandoah District with his wife, Carla and has seven children and two sons in law.    Mr. Sayre and his wife chose to live in Warren County and they love living here.
