Summary: Professional engineering services for the final design, permitting, prequalification, bidding, and construction phases for the roadway, storm water drainage, and utilities improvements associated with the Leach Run Parkway project. The Parkway is to be a four lane, divided, limited access highway, with a design speed of 50 mph, and is approximately two (2) miles in length, between Happy Creek Road and John Marshall Highway in the Town of Front Royal. The Parkway was developed to a preliminary design stage twenty-one years ago. The selected design firm shall review this work and update/modify the design to conform to current VDOT design criteria, incorporate bicycle lanes and sidewalks or trails, provide for landscaping/buffering to minimize impact on adjoining residences, and analyze the layout to minimize the required Right-of-Way.

Notes: The selected engineer shall provide any necessary survey, geotechnical, road design, utilities design, ROW analysis, bidding, and construction services to develop final design plans for construction to the standards of the Virginia Department of Transportation (VDOT) and the Town of Front Royal.

A non-mandatory Pre-Submittal Meeting shall be conducted on Friday March 22, 2013 at 2:00 p.m. in the conference room of the EDA, located at 400-D Kendrick Lane, Front Royal, Virginia.
